I am very proud to be the co-author and team leader responsible for the development of the Canadian Framework for Collaborative Police Response on Sexual Violence for CACP: creating a national model for Canadian Law Enforcement, providing the framework of leading practices to address sexual violence, launched in late 2019.

I was recently engaged by the CACP developing a third national framework on trauma informed response for Canadian Law Enforcement to be announced in fall 2024.

OAEM is a volunteer not-for-profit, professional association representing the interests of Ontario’s multi- disciplinary emergency management whose mission is to advance the modernization of emergency management in Ontario while promoting information exchange, collaboration, networking and professional development opportunities for our member communities. As a contracted consultant, I was privileged to develop both competency based and knowledge based questions, evaluator guides, marking rubrics and scoring documents for the Chief of Police of a medium sized Police Service in Ontario. This included development of promotional process packages and policy using both competency based tools and knowledge integration strategies for four key ranks: Constable, Sergeant, Staff Sergeant and Inspector.

MRCS has developed and delivered accredited / approved Critical Incident Command and Critical Incident Response Training Courses for designated Critical Incident Commanders, Frontline Supervisors who assume command of operations and Tactical Responders for police organizations throughout Canada. This training provides responders with a role specific training program designed for police leaders who are required to assume command of police operations in critical incidents, with the knowledge and skills essential to the effective response, planning, and supervision of operations in various critical situations.

MRCS has successfully developed and delivered Critical Incident Commander and Frontline IC training at all responsibility levels to five municipal police services in Saskatchewan,  three municipal services In Manitoba and to over fifteen police services from New Brunswick, Nova Scotia, Prince Edward Island.

I served as an active Crisis Negotiator, Crisis Negotiation Unit (CNU) Team Leader, and Trainer for over 20 years as a police officer. Following retirement, I continued to offer accredited crisis negotiation training in collaboration with Canadian Critical Incident Inc., now providing programs to negotiators across Ontario and internationally, including Michigan, Illinois, Florida, and Canada’s Maritime provinces.
Building on my experience, I’ve engaged in policy development alongside CNU team leaders and Critical Incident Management teams, successfully integrating Crisis Negotiators into comprehensive response plans. This work has strengthened response autonomy for municipal services, particularly throughout the Maritimes.

Police Communicator Training Program Design for Police Organizations. Accredited Police Communicator Call Taker / Dispatcher Trainer Program

I successfully designed and implemented an accredited 900-hour Police Communicator Training Program for call takers and dispatchers, now recognized as a template for several services in Ontario. Approaching this large-scale project with care and extensive research, I consulted with key stakeholders across police services, including frontline officers, CPIC experts, trainers, and communicators. Drawing from best practices across North American PSABs, I developed comprehensive training materials, competency guides, and evaluation tools.

 

This program received high praise from the Ministry of the Solicitor General, achieving full accreditation and setting new standards for training police communicators.

Specialized Scribe Training and Incident Command Expertise

At Monique Rollin Consulting Solutions (MRCS), we have developed and delivered a variety of specialized Scribe training courses tailored for emergency management and incident command support. These programs have been successfully provided to notable organizations such as the Ontario Association of Emergency Managers, the Office of the Fire Marshal and Emergency Management Ontario (OFMEM), FIRE CON, Thunder Bay Fire, OFMEM HUSAR, Halton Healthcare EOC, the Ontario Provincial Emergency Operations Centre (PEOC), and numerous Municipal Police Services across Ontario, Newfoundland, and Nova Scotia.

Monique brings extensive training and experience in emergency management. She has achieved Incident Command level certification in tactical response, emergency management, mass casualty disaster response and unified incident command at an international level with the US Coast Guard including advanced courses in Incident Command System (ICS),  ICS-400,Incident Command System/Emergency Operations Center Interface, and NIMS Multiagency Coordination Systems, enabling her to develop and evaluate exercises,  lead and manage complex incidents at an international level.

Crisis Intervention, De-escalation and Negotiation Technique Training; Mobile Mental Health Teams and Frontline Officer Training.

Monique Rollin Consulting Solutions (MRCS) has developed and delivered specialized training for Mobile Mental Health professionals, sworn officers, and mental health support teams, including London Police Service's COAST team, several mobile mental health teams, and OPP Communications Centers staffed by the Canadian Mental Health Association (CMHA) in Southwestern Ontario. Over 100 officers from Peterborough Police Service received de-escalation training in 2023, complementing their mandatory in-service training.​

I am particularly proud of creating the Crisis Negotiation and Intervention Techniques (CNIT) program, an advanced course for frontline safety professionals. CNIT integrates the skills used by law enforcement crisis negotiators to address crisis intervention, de-escalation, and communication techniques for individuals in a state of crisis or posing a public safety risk. Reviewed by a consulting psychologist and accredited by Wilfrid Laurier University for Paradigm Professional Institute in 2022, this program is evolving into a three-level postsecondary micro-credential launching in late 2024.​

MRCS has also made significant contributions to Crisis Intervention and De-escalation training for Police Communicators, reaching over 300 communicators across 20 police agencies in Canada and the U.S. Given the critical need for training in handling individuals in crisis on 911 calls, this program has been widely successful. â€‹

Additionally, MRCS collaborated with the Swiss Police Academy of Savatan to develop crisis de-escalation training for Swiss police recruits, further demonstrating our international impact.

Based on Critical Incident Command Training, MRCS has developed and delivers an Incident Command Scribe Course to provide education and training in the importance of the scribe/recorder function and introduce methods and best practices to develop accurate record keeping and command post management skills. IC Scribes receive much of the same Critical Incident Command instruction as Incident Commanders on incident response appropriate for low frequency/high risk/high stress environments where critical decision making is conducted with information and time limitations in order to become an essential part of the Incident Management Team.

​MRCS has delivered IC Scribe training to members from over 20 (twenty) municipal and  provincial police services in Canada including services from Ontario, New Brunswick, Nova Scotia, Prince Edward Island and Newfoundland (RNC).  The PEOC (Provincial Emergency Operations Centre), Halton Health Care Emergency Operations Centres, Town of Milton, the Office of The Fire Marshal OFMEM Major Incident Response Team and several Fire Services from Ontario have also received critical incident scribe training that was customized specifically for their teams.

During public order events, PLT officers play a vital role in fostering communication between police and members of the public. This training has equipped the Waterloo Regional Police PLT with enhanced negotiation skills, communication strategies, and an understanding of crowd psychology. By investing in this specialized training, WRPS are prioritizing public safety while also demonstrating their commitment to transparency and community engagement.
